MCPF Penang were among over 1,000 participants in attendance at the Crime Consciousness & Public Safety Society (CCPSS) Forum Perdana (Prime Forum) held at Level 10 Ballroom, St. Giles Wembley Hotel, George Town, Penang on Thursday 23rd April 2026 from 8:30 am to 12:30 pm. The Guest of Honour YDH DIG Tan Sri Ayob Khan bin Mydin Pitchay, Deputy Inspector-General of Police delivered the Keynote Address which was preceded by the Welcome Address by Y.Bhg. Datuk Zainudin bin Ahmad former Deputy Director of Narcotics Crime Investigation Department, Bukit Aman and the current Chairman of Crime Consciousness & Public Safety (Pertubuhan Kesedaran Jenayah Dan Keselamatan Awam).

The Panelists included Datuk Zainudin bin Ahmad himself; Y.Bhg. Dato’ Saadon bin Moktar (former Penang Director of Fire and Rescue Department); Tuan Ruslan bin Tuan Mat (former Penang Director of Malaysian Anti Corruption Commission); and.  Dr. Kang Tong Hum (former Deputy Secretary-General of the Ministry of National Unity). Moderating the Theme of the Forum “Empowering Integrity and Crime Consciousness towards Public Safety” (“Merperkasa Integriti Dan Kesedaran Jenayah Ke Arah Keselamatan Awam”) was Y.Bhg. Dato’ Haji Abdul Said bin Hussain (former Penang State Education Director). Also present were Forum Special Advisor Y.Bhg. Dato’ Seri Khaw Kok Chin (former Director of Narcotics Crime Investigation Department Bukit Aman), Y.Brs. Tuan Seah Kok Heng (Chief Strategic Advisor, CCPSS); Y.Bhg. Datin Seri Dato’ (Dr.) Annie Chin (Honorary President, CCPSS); Y.Bhg. Dato’ Tony Goh Nai Heng (Honorary President, CCPSS); Mr. Musen Lee Ee Jin (Deputy Chairman, CCPSS) and other Key Members of CCPSS. MCPF Penang State Liaison Committee (SLC) Attendees was led by Y.Bhg. Dato’ Seri Ong Poh Eng, Chairman; accompanied by Mr. Johnny Michael Tan, Secretary; Mr. James Mohan, Chairman of Barat Daya District Liaison Committee; Encik Ridzuan Md Zain, Chairman of Seberang Perai Tengah District Liaison Committee; Mr. Munusamy Muniandy, Chairman of Seberang Perai Utara District Liaison Committee; Dr. Kiew Hen Chong (SLC Member); and, Mr. Joseph Sawaremuthu (SLC Member). Also in attendance was Y.Bhg. Dato’ M. Kaleessvaran (MCPF Penang SLC Member).

Each of the Panelists presented their insights and perspectives from their respective domain, expertise & career experiences as to how Integrity and Crime Consciousness has a critical influence on Public Safety and Trustworthiness. Attendees benefitted from the Panelists / Moderator covering multiple dimensions of Public Safety and Enforcement leading towards the strengthening of resilience in addressing Public Safety and Security Challenges.
