Mesyuarat EXCO MCPF Bil. 2-2025/2026 was held on Thursday 30th January 2026 afternoon at Bilik Imuan 1, Anjung Menara Razak, Universiti Teknologi Malaysia Kuala Lumpur, Jalan Sultan Yahya Petra, 54100 Kuala Lumpur.

1. In attendance at the Meeting chaired by Y.Bhg. Dato’ Sri Dr. King Lim Chin Fui, Vice-Chairman were MCPF EXCO, SLC Chairmen, and, MCPF ex-officios. MCPF Penang in attendance were Y.Bhg. Dato’ Seri K Pulayantran, EXCO & Deputy Chairman with JM Tan, Secretary.

2. The Agenda included: 2.1 Official Address delivered by Dato’ Sri Dr. King Lim Chin Fui on behalf of YDH IG Dato’ Sri Hj. Mohd Khalid bin Hj. Ismail, IGP and Deputy Chairman, MCPF; 2.2 Briefing by YBrs. Zainal bin Abas, Ministry of Education on the pertinent topic of “Buli, Gangsterisme Dan Gangguan Seksual dalam Kalangan Murid”; 2.3 Review and Approval of the Meeting Minutes of Mesyuarat EXCO MCPF Bil. 1-2025/2026 dated 20th March 2025; 2.4 Presentation of the Financial Statement report ending 30/11/25 and 2026 Budget; 2.5 Summary of Activities in 2025; 2.6 New Membership Applications and Membership Termination for Approval; 2.7 New Matters Arising; 2.8 Any Other Matters: 2.9 Close
3. Highlights of the Taklimat (Briefing) by KPM included:
3.1 Statistics for Bullying, Obscenity / Sexual, and Gangsterism from 2023 to 2025 with details on Bullying;
3.2 Internal Actions taken by KPM;
3.3 Immediate Reform encompassing Mental Health, Sexual Harassment, Child Protection Policy, Teacher Care, and, Student Voice;
3.4 Special Committee on (Student) Safety Reform including
3.5 ‘Dignified Recovery Intervention Program’; Immediate approval of RM 8 million for CCTV provision; Smart Support Team Empowerment; Data-based Monitoring;
3.6 Collaboration and Cooperation with Government Agencies;
3.7 Enhancing Safety / Security SOP covering Safe School Manual, Personality (Character) Management, and, Drafting of a New Act touching on 7 key focus areas;  3.8 Teacher Workload; and,
3.9 Mental & Psychological Health.

4. Quick take on 2025 MCPF Activities:
4.1 Total of 430 Programs / Activities / Events logged nationwide;
4.2 MCPF Federal: 34%;
4.3 MCPF States: 66%;
4.4 MCPF Pg: 23.4% (2nd Highest).

5.1 Corporate Membership: 2
5.2 Ordinary Life Membership: 3 (2 were from Penang);
5.3 Ordinary Membership: 60 (9 were from Penang).
6. Membership terminated: 88 (4 died and 84 Non-Payment of Membership Renewal).
