The Chief Police Officer of Penang YDH CP Dato’ Khaw Kok Chin delivered the keynote speech and officiated the PDRM Pulau Pinang Town Hall Discussion 2023 “Remaja dan Jenayah: Remaja Berwibawa Tunjang Masyarakat Madani” at the Dewan Budaya, USM on Wednesday, 8^th November 2023. The key objectives of this event were to discuss: 1. Cases of online Fraud such as Scammers; 2. ‘Mat Rempit’ and ‘Street Thugs’ issues; and, 3. Criminal and moral issues amongst students. In his Keynote Address, the Penang CPO (also MCPF Penang Honorary Advisor) stated that Penang PDRM also plays a part in dealing with issues of juvenile misbehavior through: A. The role of School Liaison Officer (Pegawai Perhubungan Sekolah – PPS) in each Secondary and Primary School; and B. The Appointment of Character Ambassadors as the catalyst for the development of ‘Karaktor Karamah Insaniah’ to help voice up to the school authorities on any involvement of students that violate rules, discipline or laws.

Topics discussed were: A. 1^st Panel Speaker: Cases of online Fraud (Scammers); B. 2^nd Panel Speaker: Mat Rempit and Street Thugs Issues; and C. 3^rd Speaker: Criminal and Moral Issues amongst teenagers. This was an interesting potpourri of topics covering the Main Theme “Remaja dan Jenayah: Remaja Berwibawa Tunjang Masyarakat Madani” (Youth and Crime: Authoritative Teenagers are the backbone of Civil Society).
