
MCPF Penang Chairman YBhg. Dato’ Seri Ong Poh Eng led MCPF Penang SLC to an On-site Visit and Review to SMK Mengkuang, Seberang Perai Tengah on Friday 12th September 2025 from 10:30 am till 12:30 pm. This Event was carried out in cognizance with PDRM IPD SPT Bahagian PJKK and JPNPP PPD SPT with the main objective of reviewing a proposal on possible installation of CCTV Camera Project at the School’s Hostel buildings to help detection and deterrence of Bullying incidences amongst the student Hostelites.

1. Attendees: The Attendees from MCPF Penang were: 1. Chairman YBhg. Dato’ Seri Ong Poh Eng; 2. Secretary Mr. Johnny Michael Tan; 3. SPT District Liaison Committee (DLC) Chairman Encik Ridzuan Md Zain; 4. Barat Daya DLC Chairman Mr. James Mohan; 5. SPS DLC Chairman Mr. Paramaguru Balan Moghan; 6. SPU DLC Chairman Mr. Munusamy Muniandy; and, 7. SLC Member Encik Rahumathullah Ibrahim. JPNPP & PPD team were: 1. Encik Suhaizi bin Semail (Timbalan PPD SPT); 2. Encik Muhammad Zuhairi Bin Zolkiplee (JPNPP); 3. Puan Nurshamimi binti Zainuddin (Unit HEM, PPD SPT). PDRM IPD SPT Puan Insp. Revathi (Ketua Bahagian PJKK IPD SPT) was accompanied by a Police Officer. SMK Mengkuang presence included: 1. Encik Ismail @ Faiden Bin Hasan Pengetua (School Principal); 2. YDP PIBG Dr Fakhrozi Che Ani; 3. Puan Rosniwati Binti Md Salleh (PK HEM); 4. Encik Muhammad Ikhwan bin Ahmad (Ketua Guru Disiplin); 5. Encik Wan Mohamad Aizat bin Wan Aziz (Penyelia Asrama ASPURA (Boys’ Hostel); 6. Puan Khadijah binti Abd Karim (Penyelia Asrama ASPURI (Girls’ Hostel).
2. Summary: 2.1 En Ismail @ Faiden bin Hasan welcomed Dato Seri Ong Poh Eng and MCPF Team, the Police officers from SPT Police District; members of the JPN and PPD and the school staff present. 2.2 He shared that the school Hostelites (male and female students) represented 85% of the student population. He mentioned that there were presently a handful of cameras at ASPURA and ASPURI monitored from an existing Control Room. He then shared the desired CCTV expected numbers (in a paper provided) by the school to cover various areas of both of the 3-storey Hostels;
2.2 JM Tan shared an Overview of MCPF to enable better understanding of the Origins, Structure, Mission / Objectives; Strategic Partners of MCPF Penang;
2.3 MCPF Penang DLC Chairmen / SLC Member present were introduced;
2.4 Dato’ Seri Ong Poh Eng explained that MCPF was planning a joint CCTV Cameras installation program with JPN sometime even before the recent issue of a case of bullying in a Sabah. He iterated backing the School’s Objective to work with the JPN, PPD and the School to conduct a more holistic approach to reduce cases of Bullying. He suggested that there must be clear signage in many areas in the school to ‘declare’ that the school is under CCTV surveillance as a key detect, deter and investigative system. He emphasized MCPF (as a non-profit NGO) will endeavour to strive to obtain sponsors for this project;
2.5 MCPF Chairmen Encik Ridzuan Md Zain, Mr. James Mohan, Mr. Paramaguru Balan Moghan and Mr. Munusamy Muniandy gave a brief introduction of their respective DLC activities, their extensive background on Security surveillance and their support for this program. It is envisaged that this Project can be the ‘Pilot’ for further possibilities. MCPF will work as a team with Schools chosen, JPNPP, PPD, PIBG, PDRM IPD to proceed accordingly.
2.6 Insp. Revathi gave the assurance to support this erstwhile project;
2.7 Dr Fakhrozi Che Ani thanked MCPF for taking this initiative and assured to work with the team to get the program off the ground. PIBG will also assist to sponsor the project with MCPF;
2.8 Rahmat briefed on the objectives of the program and gave out a write up to the key members on the plans to roll out this program. The objectives are to Deter and Detect bullying or similar crimes in the schools that can help to assist in any follow up investigations of such cases;
2.9 All present agreed on the paramount need for a comprehensive maintenance of hardware / software system; SOP for the officer in charge / School authorities; and also proper sustenance of the system;
2.10 As agreed by all this program is a holistic approach by the MCPF, PIBG, JPN, PDRM and the school to combat Bullying. The ultimate objective of this program is to build parental confidence in the schools and to make the Asrama (School Hostels) a safe and secure “HOME AWAY FROM HOME” for the students;
2.11 An anticipated time line was discussed encompassing: (a) the initial visit [12th Sept 2025]; (b) the visit with proposed vendors for proper costing and plotting the practical / cost effective camera coverage; (c) Proposal to MCPF HQ; (d) Review with potential sponsors; (e) SOP and Maintenance Program; (f) Installation and finally (g) proposed Launching with the MCPF, Police, and JPNPP. Actual time line will be discussed with greater details after a second visit with vendors;
2.12 Note: The CCTV Layout plans by the schools will be reviewed by the MCPF team and the police to ensure effectiveness, adequacy and relevance. The Session ended with a Group Photo; a Walkabout by all present to one of the Hostel buildings and a refreshment networking.
