
A ‘Focus Meeting’ to discuss primarily on proposal for MCPF Penang to support JPNPP in the installation of CCTV cameras at 2 Focus Schools was held on Saturday 16th August 2025 afternoon. Attendees included: MCPF Penang: 1. Chairman Dato’ Seri Ong Poh Eng; 2. Secretary Mr. JM Tan; 3. Barat Daya DLC Chairman Mr. James Mohan; 4. SPS DLC Chairman Mej. Bersekutu (PA) Paramaguru Balan Moghan; 5. SPT DLC Chairman En. Ridzuan Md Zain; 6. SPU DLC Chairman Mr. Munusamy Muniandy; 7. SLC Member En. Rahmat Ibrahim; and, 8. SLC Member Dr. Kiew Hen Chong. PDRM JPJKK IPD PP attendees were 1. SI Mohd Khairee Anwar; and, 2. Kpl. Alvin Walter whilst JPNPP’s Chief Asst. Director, Student Affairs Encik Fadzil Sadikin (also MCPF Penang SLC ex-office [JPNPP] was also present. Dato’ Seri Ong Poh Eng thanked all in attendance for taking their personal time on a Saturday afternoon to address the current public concern on School Bullying exercabated by the recent death of a 13 year old student in Sabah. This also corresponds to MCPF Penang review of School Bullying counter measures, feasibility on CCTVs for selected Focus schools and dialogues between MCPF Penang and JPNPP. He also shared MCPF Federal financial support for this project. In summary, 1. Rahmat Ibrahim shared a presentation covering Objectives, Strategic Plans, Setup of Task Force, onsite visits to selected schools; lessons from CCTVs already present (by JPNPP); selection of suppliers covering both installation and maintenance; draft SOP, and, ‘Launching‘; 2. Encik Fadzil Sadikin updated on an example of a current Asrama schools with CCTV, coverage, numbers, estimated costs, and why the two Focus schools were proposed; 3. Other matters included the importance of meeting up with PIBG of Focus schools, minimal Maintenance duration and costs within the tenders, upcoming workshops for KPJ teachers (1 each for Island and Mainland), closer collaboration between MCPF (SLC/DLCs), PDRM JPJKK IPK/IPDs and PPS, and JPNPP/PPDs is required. With respective OCPDs as DLC Advisors, Ketua Bahagian PJKK as DLC Vice-Chairman (I) ex-officio & all 5 PPDs having a seat within DLCs – fundamental structure is in place. It is up to all of the parties to optimize the setup and in doing so increase the awareness of MCPF amongst the communities, education fraternity, teachers / students and even PDRM itself.
