
MCPF Penang State Liaison Committee and all 5 District Liaison Committee Members were well represented at PDRM Pulau Pinang Town Hall Discussion 2025 with the Theme “Benci Buli: Cegah Dan Lawan” (“Hate Bullying: Prevent and Fight”) organized by the Royal Malaysia Police, Penang Contingent held at Dewan Sri Pinang, George Town, Penang on Thursday, 25th September 2025. Through this engaging platform, the community was also encouraged to be actively involved as agents of change in creating a safe, harmonious and bullying-free environment.
This program featured experienced Panel Members, namely 1. YDH SAC Puspanathan a/l Wiresingam, Head of the Crime Prevention and Community Safety Department of the Royal Malaysia Police Penang Contingent; 2. YBrs. Tuan Mohamad Said bin Ibrahim, Deputy Director of Education of the Penang State Department Student Development Sector; and 3. YBrs. Ustaz Mohamed Hanafiah bin Abdul Malek, Independent Preacher.
The Panel Discussion was well moderated by YBhg Dato’ Dr. P. Sundramoorthy, Honorary Associate Professor (Criminology) from the Centre for Policy Research and International Studies, Universiti Sains Malaysia.
Distinguished guests present included 1. YBhg. Dato’ Seri K. Pulayantran; Deputy Chairman, Malaysia Crime Prevention Foundation (MCPF) Penang; 2. Key Highlights included: 1. YDH CPO who emphasized that to Say No to Bully has to be driven by Prevention rather than the Cure approach; 2. Bullying involves BOTH the Bullies and the Victims; 3. The Moderator and Panel Speakers spoke from their hearts and Personal experiences on the topic; 4. Bullying happens to all and it straddles all Levels from Nursery / Kindergarten to Primary Schools / Secondary Schools, Colleges / Universities, Work places and Communities at large; 5. Types of Bullying; the enforceable Laws governing such; general data / statistics; trends in Bullying; and a greater drift towards Cyber Bullying (from Physical Bullying); 6. Acknowledgement that the Fight against Bullying needs concerted efforts by ALL parties encompassing Schools (Principals / Discipline Teachers / Counselling Teachers / Form Teachers / Prefects and Wardens / Parent-Teacher Associations); Police (PPS – Pegawai Polis Sekolah – 726 Police staff covering 396 schools in Penang which include 53 Boarding Schools); MOE / State Education Department / District Education Offices; NGOs like MCPF/ PWDC / WCC etc; other Agencies; 7. Procedures on Report / Investigation of Bullying must be followed and cases involving criminal aspects must not be swept under the carpet. 8. Students were urged not to be ‘Weak’ / ‘Jangan jadi Bodoh’ and to “Help / Support themselves’. 9. After the Opening Ceremony and Prior to the Panel Discussion YDH DSP Devan Raman, Division Head of Commercial Crime, IPD Barat Daya gave an interesting Awareness Talk on Cyber Crime and Scams to the audience covering various Types of Scams, Video on Scams, counter measures, understanding 997 NSRC, Malware Links; 10. MCPF Penang support with an Exhibition Booth touching on Bullying and Scams.
