MCPF Timur Laut DLC paid a Courtesy Visit to YDH ACP Abdul Rozak bin Muhammad, OCPD Timur Laut and IPD Timur Laut Ketua Bahagian on Tuesday 6th May 2025 2:30 pm to 4:25 pm at the Main Conference Room, IPD Timur Laut, George Town, Penang.

Agenda & Highlights: 1. Dato’ Felix Chuah thanked YDH ACP Abdul Rozak for Chairing the meeting amidst his tight schedule. He then did a quick round of introducing Dato’ Seri Ong Poh Eng/ JM Tan and the rest of the TL DLC Members present. 2. Welcome Address by YDH ACP Abdul Rozak bin Muhammad. Tuan ACP Abdul Rozak thanked Dato’ Seri Ong Poh Eng’s / Mr. JM Tan’s supportive presence whilst welcoming Dato’ Felix Chuah and his TL DLC Team to this meeting. Tuan ACP Abdul Rozak introduced the Senior IPD TL Police Officers in attendance. 3. In his Welcome Remarks Dato’ Sri Ong Poh Eng thanked all present. He outlined briefly MCPF’s mission, its unique collaboration with PDRM. He proceeded to highlight MCPF Penang’s key focus on Scams and its adverse impact on society. He underlined the official launching of the PDRM Pulau Pinang – MCPF Penang Scam Awareness QR Code (Mini-App Infographics) and the rolling out of the Posters to reach out to the Penang public. Dato’ Seri Ong urged that MCPF TL DLC & PDRM Timur Laut plan and conduct a District level Launch. Both Dato’ Seri Ong and Tuan ACP Abdul Rozak agreed the importance of this joint initiative to improve public awareness and to be more educated on scam-related issues. 4. Presentation by MCPF State Secretary: Mr. Johnny Michael Tan outlined the origins of MCPF; Mission and Primary Objectives; National MCPF Leadership; MCPF Penang Org Chart; DLCs structure; MCPF Penang’s Strategic Partners; MCPF Penang Website / FB Social Media links; and the newly launched Scam Awareness QR Code / Posters. 5. A quick group photo was then taken to mark this milestone meeting. 6. Dato’ Seri Ong Poh Eng / JM Tan left to allow further District level proceedings to continue. 7. Meeting resumed with Dato’ Felix Chuah emphasizing the importance of strengthening collaboration with PDRM. 7.1 It was proposed to hold bi-monthly meetings between MCPF and PDRM for continuous engagement and updates. 7.2 Dato’ Felix Chuah updated that a Happy Family Carnival will be held on 25th June 2025 from 10:00 am to 2:00 pm at Sunshine Central Penang where MCPF Timur Laut DLC will help promote its Scam Awareness to an estimated 600 participants from children and parents of JET Kinderland (refer to attachments). 7.3 Dato’ Felix Chuah Invited Timur Laut PDRM to participate in a Program under the auspices of YB Joseph Ng Soon Siang (ADUN Air Itam) i.e. “The Penang Lang Carnival” scheduled on 28th/29th June 2025, focusing on public education against scams, especially impersonation and phone call fraud. 8. SCAM Case Reports: PDRM Timur Laut District reported that they had received up to 21 scam cases 5th May 2025, with estimated fraud losses reaching approximately RM 1 million. This scary data highlighted the urgency and necessity of joint efforts in public awareness and enforcement actions. 9. Official Letters of Appointments were handed out by MCPF Timur Laut DLC Chairman Dato’ Felix Chuah to its Advisor YDH ACP Abdul Rozak bin Muhammad and its Vice-Chairman (I) ex-officio DSP Salim bin Emin, IPD Timur Laut District Head of Crime Prevention and Community Safety.

Conclusion: 1. Meeting concluded with a mutual understanding of the importance of joint initiatives between MCPF and PDRM to combat scam-related and Cybercrimes. 2. Follow-up actions and planning for the Penang Lang Carnival and mini app poster launch will be coordinated in upcoming meetings. 3. The meeting ended at ~4:15 pm with a vote of thanks from Tuan ACP Abdul Rozak Muhammad and Dato’ Felix Chuah.
