The 17th Asian Criminological Society (ACS) Conference 2026 was held at G Hotel, Gurney Drive, Penang from 15th to 17th July 2026. This International Program is organized by the Centre for Policy Research (CPR) USM and Asia Criminological Society (ACS) together with the Penang State Government and Malaysia Crime Prevention Foundation Penang. MCPF Penang’s active roles had YBhg Dato’ Seri Ong Poh Eng as one of the 5 Advisors. YBhg. Dato’ Dr. P. Sundramoorthy (who is also MCPF Penang Advisor) is the Organising Chairman.

The Conference Theme is “Contemporary Insights on Crime Trends & Patterns – The Impact of Criminology — a forum to bring together scholars, academics, and practitioners to share, debate and build knowledge across Asia and beyond”. The Primary Objective of this conference is to bring together scholars, academics, and practitioners working in the field, or in related disciplines, to share and exchange their knowledge and experiences. Scholars and practitioners from Asia and all over the world are invited to attend and contribute to the enrichment of Criminology.

The Objectives of this conference: 1. Analyze and discuss current trends and patterns of crime; 2. Explore the interdisciplinary nature of criminology; 3. Examine influence of social, economic and cultural factors; 4. Provide a platform to share research & insights; 5. Discuss role of technology & globalization; 6. Identify successful prevention & intervention strategies; 7. Foster networking & collaboration; 8. Contribute to dissemination of evidence-based practices; 9. Encourage critical thinking & innovation; 10. Promote public awareness & engagement.

Welcome Remarks by: 1. Assoc. Professor Dr. Azeem Fazwan Ahmad Farouk — Director, Centre for Policy Research, Universiti Sains Malaysia; 2. Professor Dr. Gerry J. Caño – President, Asian Criminological Society; 3. YBhg. Dato’ Dr. P. Sundramoorthy — Organizing Conference Chairman / Senior Research Fellow, Centre for Policy Research, Universiti Sains Malaysia; 4. Keynote Address & Official Opening by YDH CP Dato’ Sri Mohd Shuhaily Mohd Zain — Director General, Malaysian Border Control and Protection Agency (Agensi Kawalan Perlindungan Sempadan [AKPS] Malaysia).
Invitees had the opportunity to hear superb sharing of two Keynote Speakers in this Day 1 morning session by: 1. Dato’ Seri V. Sithambaram in the topic “Crime, Punishment and Proportionality: A Criminological Reappraisal of Criminal Justice in Malaysia/Asia”, and, 2. Assoc. Professor Dr. Razwana Begum — Singapore University of Social Sciences who shared the subject entitled “The Social Architecture of Safety: Building Safer Societies through Restorative Justice”.
This International Conference had a total of: 1. Five Keynote Speakers; 2. Two Poster Presentations; 3. One Panel Discussion; and 4. Five Parallel Sessions with a choice of 25 different segments covering a wide span of contemporary and foreseeable future trends in criminology issues, concerns, challenges. and much more for participants to choose from.
